Carmel & Reyes
is a niche national real estate practice focused on regulatory issues and federal and state registrations; principally dealing with state and federal laws regulating the marketing and sale of subdivided land, condominiums, and timeshare and other fractional interest programs.
We provide specialized counsel to some of the most prestigious real estate developers, national and regional home builders, hospitality companies and marketing organizations involved in planned communities, resort developments, and condominiums, in connection with regulatory compliance issues embedded in federal, state and foreign real estate offerings
We offer a sophisticated understanding of the issues our clients face and the nuanced skill to craft unique approaches and compel positive outcomes.
Carmel & Reyes PLLC was established by Brigitte Reyes in February 2022.
The firm evolved out of the internationally-recognized, AV Rated boutique firm, Carmel & Carmel, P.C., founded by the late Frank J. Carmel (1954-2021) in 1984.
Carmel & Reyes is filling the “big shoes” of Carmel & Carmel as a leading firm in advising those involved in residential, resort and hospitality development on the legal considerations involved in the interstate promotional sales of real estate and helping navigate complicated regulatory frameworks.
Meet the Team
Frank J. Carmel
Mr. Carmel was a gifted real estate lawyer who was well regarded amongst his peers. He was known as the leading expert in advising both domestic and foreign developers, lenders and investors in the legal issues involved in the marketing and sale of real estate in the U.S. A trailblazer in his field, Mr. Carmel led Carmel & Carmel to be one of the first law firms in the country to register a condominium hotel with the SEC as far back as 1984. Mr. Carmel was an avid advocate for his clients and was significantly involved in assisting in litigation involving HUD (now CFPB) and state land sales registrations and exemptions on behalf of developers. Mr. Carmel served on the Board of Directors of the American Association of Retirement Communities and was a long-term Board Member of the former National Land Council. He was an active member of Urban Land Institute and on the Recreational Development Council, the American Resort Development Association, the Association of Real Estate Licensing Law Officials and a number of other industry trade groups.
Mr. Carmel passed away unexpectedly on March 20, 2021. He was well known for his warmth, kind spirit and keen sense of humor. He leaves behind his legacy, which we, at Carmel & Reyes, strive to honor and carry on every day.
